During difficult times winter conditions adds to the difficulties of life for everyone. At such times the importance of being part of a properly functioning community is multiplied many times over. However, it is vital to understand that a community is made up of individuals, families and households, and if they are unable to function effectively because of the cold, the community as a whole is threatened.
Since seasonal change is a fact of life and winter is generally the most challenging, it must be addressed and properly prepared for on the individual and household level for the community as a whole to survive.
